This period is the "dry spot" for the rogue class, and occurs earlier than those for most classes. During these levels you will find a disturbing lack of desired instance loot, and often feel little desire to go running in parties. Keep focused, and look for locations like the Thunder Axe Fortress in Desolace where you can pick pockets to earn some extra cash while completing your quests.
Wetlands is a good location, as you can pickpocket orcs, undead, gnolls, and oozes (yes, oozes seem to have pockets in some places) there while questing. Some of the undead in Duskwood are also good for pickpocket questing.
For the horde, Hillsbrad Foothills has quite a few humanoid-slaying quests and a nice trip where you can pickpocket some elite dwarves in Dun Garok. Thousand Needles quests on centaurs can also be quite profitable, and they fall relatively quickly to a powerful rogue. Both • sides can also do quests in Desolace, these involve various centaur clans and the Thunder Axe fortress in the north. Pick pocket, ambush, collect items and experience, the lovely life of a rogue!
In the late 20's and early 30's you will be able to travel to Shadowfang Keep in Silverpine Forest and Razorfen Kraul in the Barrens. Both of these instances have a nice dagger at or near the end (the Meteor Shard from Arugal in Shadowfang Keep (SFK) and the Swinetusk Shank from Agathelos the Raging in Razorfen Kraul (RFK)). You may find some decent armor \
: in Blackfathom Depths, but will likely find it more profitable to focus on SFK and RFK.
You will most likely end up leveling solo from now until Maraudon at about level 50. This is acceptable as the only instance-exclusive items a rogue can really make use of drop in the Scarlet Monastery graveyard. Ironspine drops a useful ring (4 strength, 9 agility), a good one-handed mace (38-72 damage, 22.9dps and +7 strength), and occasionally you can find the Torturing Poker from Interrogator Vishas (dagger, 21-37 damage, +1-4 fire damage, 21.2dps).
